Where is catch-and-release not allowed?

I live in a state (North Dakota) where it is against fishing regulations to return a carp to the water.

Just curious if there are other states with a rule like this.

Who's watching? Haha. Not sure if this is legal but my town wants fishermen to leave carp out to die. This pond is in fact loaded with commons. Due to the water being polluted last year a lifeguard came up to me and asked if I catch a carp to leave it out the water to die , I kindly said "I wont do that its my favorite fish to catch but if its pollution the town cares about then maybe they should do something about the 200 Canadian geese out in the middle of the water".

Canadian geese? Just watch where you step! Watch where you sit on the bank. Tell the lifeguard that you could b a arrested for cruelty to animals. Hmmm. Throwing carp on the bank to die is like throwing kittens in the lake to control the cat population. Is there a difference?

FYI:  the geese are not Canadian

they have no national affiliations

the common name of the species is Canada Goose
