Canada would probably be too cold for me in late September, but CAG is international. Were I younger I would have no problem attending in Canada.
If Canada is chosen in early 2009, the lack of a passport would not be a problem, unless it is allowed to be by not applying.
(I don't think all of the big carp are on the US side of the Larry.)

This will probably sound a bit dumb to some of you, but why do many Carp anglers angle their rod tips sharply upwards? I know it has something to do with keeping the line in a certain position in relationship to the bottom, but I used to fish with my rod tips fairly high in the air (when I used my Dad's old American-style spring-loaded rod-holders), and things have gone considerably better for me since I decresed the angle between my rod and the bank. If I can, I often even angle the tips right down into the water. What is the advantage to pointing rod tips skyward?
PS - "Mr. Fitzz," I know I've probably already asked you this question, but my memory is about this long: - . So, forgive me if I've forgotten your tutorial!
