  4. Does Dave have the authority to keep the public off public lands/waters? Sure, he can ask participants in his tournament not to prefish but keeping everyone out seems a little extreme. And I don't know if there is any good reason for it.

    Not quite true. I did it for many years and I was VP, not state chair, for most if not all of those years. I think it should be discussed in the open, not of the state chair forum. Perhaps a relative outsiuder will be inspired to step up.
