    What the rules actually are wasn't in question.

    Haven't managed anything else on a fly rod yet, we'll see.

  2. I was assuming there was some sort of a practical reason, rather than just an arbitrary taxonomic classification. Like, buffalo are on average bigger, but not as well distributed across the US so people without access to buffalo are at a disadvantage. That kind of a reason.

    As an example, your examples of not carp can (and are) considered to be carp, as they are all of the family Cyprinidae, which literally means, "carp".
